Accreditation and Performance


State and Territory Public Health Systems Improvement Capacity Building and Technical Assistance Project

With support from the CDC’s Center of State, Tribal, Local and Territorial Support, ASTHO’s Public Health Systems Improvement Capacity Building and Technical Assistance project supports health departments to build health agency capacity around performance management, plan implementation and alignment, quality improvement, systems improvement, and meet national Public Health Accreditation Board (PHAB) standards.

Through this opportunity, ASTHO supports health departments by:

  • Providing one-on-one technical assistance and training
  • Connecting health departments to a national peer-network of colleagues working in health departments with similar goals
  • Facilitating virtual and in-person evidence-based cohort learning
  •  Providing opportunities to learn and apply model practices that strengthen infrastructure

2020 Participating Health Departments

ASTHO is using its collaborative Learning Community Model to provide technical assistance to five states and two territories. The learning community disseminates strategies and best practices to improve agency capacity around systems improvement activities. It consists of two workgroups focused on Performance Management Systems and Plan Implementation and Alignment, respectively.

Performance Management Systems Workgroup

The Indiana Department of Health developed an extension plan to sustain the work around its Performance Management and Quality Improvement Plan given changes in timeline due to COVID-19 response efforts.

The Massachusetts Department of Health developed a training for its PMQI team to provide to program staff interested in developing performance measures based on the Results Based Accountability model. The team also developed a worksheet exercise for their staff to choose performance measures that reflect what matters most to their customers and closely aligns with MA DPH’s overall goals.

North Carolina
The North Carolina Division of Public Health developed several updated policies around performance management as well as an updated excel based performance management system that it plans to pilot with several bureaus in the Division.

Plan Implementation and Alignment Workgroup

The Alaska Division of Public Health developed a quality improvement plan and began disseminating a quarterly newsletter to promote the work of the QI council and other related performance improvement planning efforts in the division.

The Wyoming Department of Health developed priority recommendations to help facilitate a discussion with the State Health Improvement Plan (SHIP) Steering Committee to develop priorities for the Wyoming SHIP. To ensure a transparent community engagement strategy, the team also developed a methodology webpage to share with community stakeholders across the state.

2019 Participating Health Departments

Through this project, ASTHO is providing technical assistance to nine state and three territorial health departments through a cohort format to help carry out various public health systems improvement activities. 

Final Deliverables

Cohort 1: Foundational Documents for PHAB Accreditation

  • Commonwealth of the Northern Mariana Islands (CNMI)
    By engaging stakeholders to assess health, CNMI made significant progress on its Community Health Assessment. The CNMI Team gathered comprehensive data using an internal data team, convened a new umbrella Public Health Advisory Committee, and hosted a large, interactive community forum. Through ASTHO’s TA with support from ASTHO consultant, Sonja Ambruster, the department has developed the following:

  • Guam
    The Guam Department of Public Health and Social Services is working towards a culture of continuous quality improvement (QI). With ASTHO’s TA and in alignment with PHAB guidance, the department developed the following:
         - Revised its QI Plan (coming soon)
         - Draft Key Performance Indicators (KPIs)
