2022 ASTHO Federal Legislative Agenda
ASTHO’s federal government affairs activities are guided by the ASTHO Board approved 2022 Federal Legislative Agenda. The federal legislative agenda represents the most pressing needs of state and territorial health officials and is updated on an annual basis.
FY22 Governmental Public Health Appropriations Book
ASTHO and our members are supported in our appropriations work by a network of 21 affiliate organizations representing a wide array of public health issues, with the shared mission of promoting and protecting the public’s health and preventing illness and injury. The FY22 Governmental Public Health Appropriations Book compiles top federal funding priorities and recommendations for nonprofit public health associations in FY22. It is designed to ensure that Congress appropriates the necessary resources for Centers for Disease Control and Prevention (CDC) and the Health Resources and Services Administration (HRSA) and includes appropriations forms from the following organizations:
- Association of State and Territorial Health Officials
- Association of State and Territorial Dental Directors
- Association of Immunization Managers
- Association of Maternal and Child Health Programs
- Association of Public Health Laboratories
- Council of State and Territorial Epidemiologists
- National Association of Chronic Disease Directors

COVID-19 Policy Recommendations for Congress and the Administration

ASTHO has provided policy briefs and recommendations for Congress and the Administration to address key challenges during the COVID-19. These briefs cover vaccine distribution, workforce, health equity, data technology, testing and PPE, contact tracing, and the needs of the United States Affiliated Pacific Islands.
